An agreement between Scout and Guide Philatelic Clubs/Societies in order to support Scout/Guide philately
at an international level, to co-operate in activities of mutual interest and concern, and to present common
aims to international organisations such as the World Scout Bureau, F.I.P., I.F.S.D.A., etc.
In order to achieve these aims an International Board of Delegates is to be founded.
Board of Delegates

The Board consists of at least one and no more than three Delegates, nominated in writing by their
own club/society, with authority to speak on behalf of their club. At least one of the delegates should
have an internet connection so that they may communicate the proposals and decisions of the
Board quickly and with little expense.

Each club to have one vote. That vote can be delegated to another club's appointed delegate in
writing. Active SOSSI Chapters are to be considered a club.

One of the member clubs will assume the Presidency of the Board of Delegates for a two year term
after which another club will take over. This club will be appointed by majority vote by show of
hands or in event of a tie by secret ballot.

The conference language to be English. Any translations will be provided by the individual clubs.

At least once a year an internet conference will be scheduled unless a personal Board Meeting can
be arranged at international events like Jamborees, EuroScout Exhibitions, etc.
